Project Details

Apex Engineering Group provides comprehensive administrative services to support the Bottineau County Water Resource District’s operations. The duties include taking phone calls from Bottineau County offices and landowners. Throughout the month, Apex assists with the preparation and coordination of the board meeting, maintains organized administrative records to ensure operational continuity, and reviews financial records for accuracy.

Apex will provide comprehensive administrative and financial management services to support the Board’s operations, building upon the duties currently performed by the Administrator/Treasurer. Our approach begins with a thorough start-up transition, including optimization of the existing QuickBooks system to function more like a structured enterprise accounting platform. This includes verifying and reconciling financial records back to January 1, 2019; confirming liabilities; incorporating all Board assets into the Balance Sheet; coordinating with the Board to identify and assign asset values; and assisting in establishing individual drain valuations for accurate asset tracking. Apex will also prepare amortization schedules for each drain to ensure long-term financial transparency and accountability.

Apex will deliver full-service accounting and meeting coordination support. This includes attending Board meetings, recording and reconciling deposits from the County and other sources, assigning revenues to the appropriate drains, itemizing receivables and payables for Board review, and preparing checks with supporting documentation for Board approval. We will manage interbank transfers, track loan payments, and prepare monthly Profit and Loss Statements and Balance Sheets to provide clear financial insight. In addition, Apex will assist with agenda preparation, coordinate meeting logistics, transmit approved minutes for signature, and maintain organized administrative records to ensure operational continuity.

Twice a year, Apex will manage loan and Board member payments, review and update financial tracking spreadsheets, separate mill levy revenues from other tax or special assessments, and maintain ongoing coordination with Starion Bank to support financing obligations. Yearly, Apex will support the preparation of the upcoming mill levy and general operating budgets, assist with the annual audit process, and verify assessment lists to ensure accuracy and compliance.

As needed, Apex will serve as a responsive administrative partner by addressing public inquiries, managing follow-up correspondence related to Board actions, supporting project management activities, coordinating public input meetings, and preparing cost recovery reports for agencies such as NDSWC, NDDOT, NDDES, and FEMA. We will also attend relevant training and conferences, assist with the development and tracking of operations and maintenance schedules, and support warrant and bond coordination for drain projects in collaboration with Starion Bank. Through this comprehensive service model, Apex will provide structured financial oversight, administrative consistency, and proactive support to advance the Board’s operational and long-term objectives.
