South Bismarck Flood Control

Project Details

Apex Engineering Group and Houston Engineering are teamed together on the South Bismarck Flood Control Project (SBFCP). The purpose of the SBFCP is to implement flood risk reduction measures that will provide FEMA-accredited flood protection following the release of the 2024 FEMA Flood Insurance Rate Map (FIRM) that mapped approximately 950 structures into the 100-year floodplain. To provide FEMA-accredited protection under 44 CFR §65.10, the project must protect the properties against riverine flooding from the Missouri River and interior flooding on the landside of the levee systems. To meet the requirements of 44 CFR §65.10 and remove the mandatory flood insurance requirements in the future, the interior drainage conveyance systems must also reduce interior flooding and minimize the structures affected.

Apex prepared a Project Concept Report (PCR) identifying project alternatives, preliminary costs/benefits, and a benefit-cost ratio. Based on the PCR, the City was awarded a $50M grant from FEMA in August 2023 through the Flood Mitigation Assistance Grant Program. This provided 75% funding for both design and construction up to the grant limit. Apex has also assisted the City of Bismarck with the award of preconstruction cost share from the ND Department of Water
Resources. The project is currently in the preliminary design phase; tasks completed and underway include interior drainage analysis, geotechnical analysis, alternative development, preliminary environmental assessment, project outlet investigation, project control and design guidelines, and
updates to the opinion of probable costs, economic analysis, and updates to the PCR.
