Surface Reconstruction Project

Project Details

The Appleton Utility and Street Reconstruction project secured over $5.9 million in grants from the Minnesota Public Facilities Authority (PFA), covering nearly 80% of the eligible costs for critical improvements to Schlieman Avenue, Rooney Avenue, and Behl Street. Apex Engineering Group led the funding application process, enabling the City to advance essential infrastructure upgrades.

The City of Appleton originally contacted Apex in 2019 to address aging infrastructure and plan capital improvement efforts, including identifying and prioritizing project needs. The reconstruction work involves removing and replacing surface infrastructure, as well as upgrading water distribution, sanitary sewer collection, and storm sewer systems. In addition to funding services, Apex provides funding administration, labor standards oversight, and reporting services required by the PFA throughout construction. Schlieman Avenue reconstruction began in 2024 and is expected to be completed in 2025. Work on Rooney Avenue and Behl Street started in 2025, with completion planned for 2026.
