Highway 59 and 108 Complete Streets Project
Project Details
The Pelican Rapids Complete Streets Project is transforming Highways 59 and 108 with roadway reconstruction, utility upgrades, and new sidewalks and trails. The Minnesota Department of Transportation (MnDOT) notified the City of Pelican Rapids that it intended to make surface improvements to both State Highways 59 and 108, which run through the community. The City partnered with MnDOT to create a Complete Streets project, which involves reconstructing road surface infrastructure, installing a new storm sewer, improving the City’s sanitary sewer collection and water distribution infrastructure, and upgrading and adding sidewalks and multi-use trails.
Apex assisted with funding acquisition for the proposed multimodal infrastructure improvements by completing and submitting grant applications to the Transportation Alternatives (TA) and Active Transportation (AT) programs. The City secured significant grant funding from both programs for sidewalk and multi-use path improvements. Apex also completed and submitted the necessary documentation to the Minnesota Public Facilities Authority, allowing the City to secure grant and/or low-interest loan dollars for improvements to its sanitary sewer collection and water distribution systems. The City received grant and low-interest loan dollars once it began improving its utility systems.
In total, Apex helped the City secure over $3.3 million in grant funds from various sources. Construction began in 2025 and is expected to finish by 2026.
